Sanur — On Oct. 9, 2026, PT Bank Tabungan Negara (Persero) Tbk, known as BTN, formalized three memorandums of understanding in Sanur covering tourism, traditional markets and tourism villages.
The agreements bring together BTN, PT Mitra Kasih Perkasa and Bali Tourism Board for tourism services; BTN, PT Mitra Kasih Perkasa and Perumda Pasar Argha Nayottama Kabupaten Buleleng for market transactions; and BTN with Desa Wisata Penglipuran for village tourism. The partnerships are intended to expand digital transactions, financial access and financing for businesses in Bali.
For foreign visitors, the tourism agreement includes the possible digitalization of payments for the Pungutan Wisatawan Asing, or foreign-tourist levy, as well as payment and destination-promotion services connected to the Bali Tourism Board cooperative ecosystem. The reports do not state a change to the levy itself.
Why the partnerships matter to Bali businesses
The market agreement will begin at Pasar Banyuasri in Buleleng Regency. Its scope includes digital payments for traders, parking and levy transactions, and broader banking access for market businesses and visitors. That could give small merchants more formal payment and banking channels, while visitors may encounter more digital transaction options at participating sites.
The agreement with Desa Wisata Penglipuran in Bangli Regency focuses on banking services, support for micro, small and medium enterprises, and sustainable destination management. The tourism partnership also covers payment-system development, banking-service integration and a digital application for the Bali Tourism Board cooperative network.
BTN said the three arrangements target higher digital transaction volumes, fund collection and financing for local businesses. The reports describe the Oct. 9 signing as the formal start of the three partnerships, but do not provide a separate timetable for implementation beyond identifying Pasar Banyuasri as the starting point for the market program.
