Gianyar — On Oct. 13, 2026, Gianyar officials identified Tegallalang, Payangan and Tampaksiring as the district’s main targets for tourism investors and announced coordinated oversight of permits for villas and tourist accommodation.

The Gianyar Regency legislative council’s Commission I is working with the Gianyar Investment and One-Stop Integrated Services Agency (DPMPTSP) and the Civil Service Police Unit (Satpol PP) to monitor proposed tourism facilities. The stated aim is to prevent spatial-planning violations and the illegal conversion of protected productive rice fields.

Why the permit campaign matters to foreign property owners

For a foreign resident or visitor involved in a villa or tourist-accommodation project, the announcement means that investment activity in these three districts is subject to closer scrutiny of its permits, land use and compliance with spatial-planning rules. The measure concerns the development and operation of accommodation, not ordinary tourism visits.

Commission I Chairman Wayan Suartana said the current investment trend is concentrated in western and northern Gianyar. He linked the appeal of Tegallalang, Payangan and Tampaksiring to their natural scenery, including terraced rice-field landscapes. That attraction, officials said, makes oversight of land-use changes especially important.

The commission’s coordination with DPMPTSP and Satpol PP is intended to keep the licensing process orderly and transparent while protecting agricultural land and the area’s environmental character. The report did not state a new deadline, enforcement timetable or additional penalty.
