How Bali’s tourism arrivals and hotel occupancy figures fit together
Bali’s tourism picture depends on which measure is used: international arrivals show inbound demand, while hotel occupancy shows how much reported accommodation capacity was used.

Bali’s tourism demand can be read through two different measures: foreign arrivals and hotel room use. Bank Indonesia reported 1.65 million international visitor arrivals to Bali in the fourth quarter of 2025, while BPS recorded 697.11 thousand direct foreign-tourist visits in July 2025 and a 67.75% star-hotel occupancy rate that month.
How many international visitors came to Bali?
Bank Indonesia reported that Bali received 1.65 million international tourist arrivals in the fourth quarter of 2025, according to its Bali economic report published in 2026. The figure covers the quarter, not a single month.
BPS recorded 697.11 thousand direct foreign-tourist visits in July 2025, up 11.42% from 625.67 thousand in July 2024, according to BPS Bali’s September 2025 release.
What does hotel occupancy show?
Star-rated hotels in Bali recorded a 67.75% room-occupancy rate in July 2025, according to BPS, 2025. BPS said this was 3.10 percentage points higher than in June 2025.
Non-star accommodation recorded a 49.00% room-occupancy rate in July 2025, up 2.90 percentage points from June, according to BPS, 2025. These figures measure rooms occupied, not the number of visitors.
Why are the numbers different?
Arrivals count visits by international travellers, while hotel occupancy measures the use of rooms during a period. A visitor may stay outside the hotel categories covered by the occupancy statistics, and the two measures use different time periods.
The figures therefore answer different questions: arrival data indicates the volume of inbound travel, while occupancy data indicates how much reported accommodation capacity was used.
What does this mean for Bali’s tourism industry?
The available official figures show substantial international demand alongside different levels of use across accommodation types. Bank Indonesia also identifies tourism-related activities as an important part of Bali’s economy in its 2026 report.
For hotels and tourism businesses, the distinction matters because rising arrivals do not automatically produce the same movement in every accommodation category. Occupancy must be read alongside the period, accommodation classification and definition of the visitor count.
