Denpasar — Bali had activated Identitas Kependudukan Digital (IKD), or Digital Population Identity, for 503.561 people by Oct. 2, 2026, equal to 14,90 percent of the province’s 3.379.910 dynamic population records. The figure was 5,10 percentage points below Bali’s 20 percent activation target for 2026.
The change comes as Bali expands digital identity access through smartphones while activation rates vary sharply across its nine regencies and municipalities. Buleleng recorded the highest rate, at 28,75 percent, followed by Badung at 26,68 percent. Both areas had exceeded the 20 percent target.
Why Bali’s digital identity figures matter to residents
For foreign residents and visitors, IKD is primarily relevant as part of Indonesia’s broader shift toward digital public administration. The system represents population documents and related data electronically through a smartphone application. The official Buleleng population-registration office says users need an electronic identity-card record or a physical electronic identity card, a smartphone, an email address and internet access.
IKD is not presented as a replacement for immigration documents. A foreigner should therefore distinguish between Indonesian population-registration services and the documents used to establish immigration status. The reported Bali figures concern activation among the population records counted by the province, not the number of foreign visitors or residents.
The Buleleng office describes a process involving the IKD application, entry of a population-identification number, phone number and email address, a selfie for facial recognition, a QR-code scan performed by an official, and an activation code sent by email. The application can be downloaded through the Play Store or App Store.
Bali’s provincewide result shows that the rollout remains uneven. The 14,90 percent rate leaves a stated gap of 5,10 percentage points to the 20 percent 2026 target, while Buleleng’s 28,75 percent rate indicates that local implementation can move ahead of the provincial average.
Buleleng’s local administration has continued promoting activation, and public services in Buleleng district have announced IKD activation requirements for certain services.
