Tangerang — AirNav Indonesia and The Boeing Company have signed a Letter of Intent to study how aircraft movements at Bali’s I Gusti Ngurah Rai International Airport can be optimized using simulations and operational data, without building an additional runway, according to AirNav Indonesia and multiple Indonesian media reports.
The LoI was signed at the Sheraton Jakarta Soekarno-Hatta Airport Hotel in Tangerang on Tuesday, 15 September 2026, by AirNav Indonesia President Director Capt. Avirianto Suratno and Boeing representatives.
According to AirNav Indonesia’s official statement, the study is designed to identify opportunities to reduce ground congestion and improve runway utilization at Ngurah Rai through operational changes, rather than new infrastructure.
AirNav Indonesia and Boeing will use the Total Airspace and Airport Modeller (TAAM) to build a baseline model of current operations at Ngurah Rai Airport.
The baseline model will be based on a 24-hour flight schedule that represents normal airport operations and will include at least two operating configurations, known as east flow and west flow, which refer to the direction of aircraft movements on the single runway.
Study design and methodology
In the initial stage of the project, AirNav Indonesia and Boeing plan to map current operating conditions at Ngurah Rai and test several alternatives through TAAM-based modeling and simulation.
The modeling will use operational data to generate statistical outputs and four-dimensional visualizations (4D), enabling planners to assess how aircraft move through the airport’s airspace and ground facilities over time and space.
Once the baseline model has been validated against AirNav Indonesia’s operational data, the two parties will develop alternative operating concepts aimed at improving efficiency and runway capacity.
According to statements cited by Indonesian media, Boeing is expected to model up to three scenarios to compare potential performance gains before any changes are considered for implementation.
Each option will be tested through modeling and simulation so that any recommendation is backed by quantitative analysis, AirNav Indonesia said.
On-site observations and stakeholders
AirNav Indonesia and Boeing plan to complement the simulations with on-site observations at I Gusti Ngurah Rai International Airport.
The fieldwork is expected to involve subject-matter experts from air traffic control, airport operations, airlines, ground-handling companies and airport planning to ensure that the baseline model reflects real-world conditions.
According to AirNav Indonesia’s release and local coverage, observations will focus on the air traffic control tower, radar and surveillance facilities, ground-handling operations, airline operations centers, airport planning units and airside movement areas.
Capacity goals and timeframe
Beyond reducing congestion, AirNav Indonesia is targeting an increase in operational capacity at Ngurah Rai from around 30 movements per hour to up to 40 movements per hour, subject to the study’s findings and regulatory approval, its president director told Indonesian media.
AirNav Indonesia Operations Director Setio Anggoro said the joint project is projected to run for approximately one year.
The LoI builds on a Memorandum of Understanding signed between AirNav Indonesia and Boeing in 2023, which set a framework for cooperation in airspace management, technical training and strategic air traffic planning.
Officials have stated that the Ngurah Rai study is part of wider efforts to support safe, efficient and sustainable aviation operations in Bali and Indonesia’s national air traffic management system.
For airlines, passengers and the tourism industry, the immediate implication is that capacity improvements at Bali’s main gateway are being pursued through operational optimization and data-driven planning rather than new runway construction.
