Denpasar — Bali’s police recorded 225 foreign nationals as crime suspects in 2025, a slight decrease from 230 in 2024, while the number of foreign nationals registered as crime victims rose sharply to 339 over the same period, according to Bali Police data presented at the force’s year-end briefing.

Inspector General Daniel Adityajaya, the Bali Police chief, outlined the figures at a year-end press conference at Bali Police Headquarters in late December 2025, saying 225 foreign citizens were recorded as suspects in criminal cases across the province that year, compared with 230 in 2024.

According to his presentation, the police data reflect foreign nationals involved in reported crime, rather than court convictions, and are compiled from cases handled under the jurisdiction of Bali Police.

Foreign suspects and victims

In 2025 Bali Police registered 225 foreign nationals as crime suspects, down by five people from 230 the previous year, which the force described as a decrease of about 2 percent.

During the same year, police recorded 339 foreign nationals as crime victims in Bali, up from 230 in 2024, an increase of 109 people or roughly 47 percent, according to figures cited by Bali Police and local media.

Local coverage of the briefing describes the 225 foreign suspects as people alleged to have taken part in criminal offences investigated by Bali Police, without specifying the legal stage of each case.

Offence and nationality breakdowns

Adityajaya said cases involving foreign suspects were dominated by narcotics offences, which accounted for 107 cases in 2025.

Other categories involving foreign suspects included assault, fraud, domestic violence and theft, with local reports variously citing around 40 or more assault cases, more than a dozen fraud cases, several domestic violence cases and a handful of ordinary thefts.

Police data presented at the briefing also identified several nationalities most frequently recorded as suspects. According to Adityajaya’s remarks reported by multiple outlets, foreign suspects included about 30 citizens of the United Kingdom, 28 Australians, 23 Americans, 17 Russians and 13 French nationals.

For foreign nationals recorded as victims, Bali Police said the most common offences were ordinary theft, aggravated theft, assault, robbery and fraud.

Media reports citing the same police data noted that foreign victims in 2025 most frequently came from Australia, India, Russia, France and China.

How police use the data

According to Bali Police statements reported by several outlets, the figures on foreign suspects and victims are used to guide oversight of foreigner activity and to adjust patrols and investigations in tourist areas.

In later commentary on the 2025 figures, Adityajaya and local analysts said some cases involve foreign nationals both as suspects and victims, underscoring the complexity of crime affecting visitors and expatriates on the island.

The police data do not include the overall number of crimes in Bali or a comparison with Indonesian nationals, but officials and commentators have highlighted the 2025 figures as part of wider efforts to balance tourism growth with public security.
