Indonesia’s All Indonesia Arrival Declarations for Bali Explained

Denpasar — — Travelers arriving in Bali by air or sea now submit their customs declaration through the integrated All Indonesia system, which combines immigration, customs, health and quarantine data in a single digital form available from three days before arrival.

According to the Directorate General of Customs and Excise (Bea Cukai), All Indonesia is a national single-window platform for international passengers at airports, seaports and designated land border crossings, replacing the separate electronic customs declaration (e‑CD) for locations where it has been implemented.

Indonesia’s immigration authority states that passengers on international flights to I Gusti Ngurah Rai International Airport in Bali are required to complete an arrival declaration via the All Indonesia application or website, and that, in locations using All Indonesia, passengers no longer need to fill out a separate e‑CD because customs information is captured within the integrated system.

Which system should travelers use?

For international arrivals by air or sea at terminals that have adopted the single-window system, travelers should use the All Indonesia service by selecting either Indonesian citizen or foreign visitor and following the online instructions.

Bea Cukai guidance says All Indonesia can be completed starting three days (H‑3) before the scheduled arrival in Indonesia, and is accessible through the official All Indonesia domain operated by the immigration service.

Customs explains that the digital process is intended to reduce queuing and paper forms, but passengers remain fully responsible for the accuracy of the information they provide and are advised not to accept packages from people they do not know.

For passengers entering Indonesia through land border posts or for those departing Indonesia who must declare cash or certain goods, Bea Cukai directs users to the separate e‑CD portal at ecd.beacukai.go.id, which remains in use for those specific situations.

The key practical steps for Bali-bound air and sea passengers at terminals using All Indonesia are:

• Complete the All Indonesia arrival form no earlier than three days before entering Indonesia.
• Declare baggage, any regulated or restricted goods, and qualifying cash or payment instruments as required.
• Save the resulting QR or barcode issued after submission.
• Present the code for scanning when directed by customs or other officers on arrival.

Currency, allowances and restricted goods

Customs rules set a main reporting threshold of Rp100 million for currency and certain payment instruments. Under Finance Ministry and Bea Cukai regulations, passengers must notify customs if they carry rupiah or foreign currency, cheques, travelers’ cheques, promissory notes or giro instruments with a combined value equivalent to at least Rp100 million.

The same rules require travelers to report foreign banknotes with a value at least equivalent to Rp1 billion, and warn that failure to declare or providing inaccurate information can result in administrative sanctions under applicable law.

For personal goods brought in for individual use, Bea Cukai sets an exemption of US$500 per passenger per arrival. Personal items within that value may be exempt from import duty and certain taxes, while goods exceeding the threshold can be subject to duty and tax assessment.

Customs also provides specific excise-free limits for adult passengers carrying tobacco and alcohol for personal use. The standard limits are 200 cigarettes, 25 cigars or 100 grams of cut tobacco or other tobacco products, together with one liter of alcoholic beverages per adult passenger. Goods above these limits are not covered by excise exemptions and may be subject to enforcement measures, including destruction of excess quantities.

These allowances do not override prohibitions or licensing requirements for restricted goods. Indonesia groups such items under the LARTAS category (restricted and prohibited goods), and customs guidance directs travelers to consult the relevant LARTAS regulations for detailed item-by-item rules before travel.

Customs information for Bali also highlights that mobile phones, tablets and handheld computers brought from abroad may need to be declared if they are intended for permanent use in Indonesia, so that their device identification number (IMEI) can be processed for use with Indonesian SIM cards under national telecommunications and customs policies.

Inspections and declaration practice

A submitted digital declaration does not prevent baggage from being inspected. Bea Cukai states that officers may examine luggage and that passengers must follow instructions and present their belongings when requested.

Official customs FAQ materials also refer to oral declarations in certain cases, such as for elderly passengers, people with disabilities, regular Hajj passengers and other categories designated by the director general. In those situations, baggage information may be provided verbally to the receiving customs officer instead of through a standard written declaration, and officers record the process following physical inspection when further customs determination is required.

For families and travel groups, customs guidance notes that a family can be represented for oral declarations when all members fall into an eligible category. However, the available official materials do not clearly state whether one digital All Indonesia form can cover an entire family or unrelated travel group, or whether each person must submit a separate arrival declaration online.

Travelers heading to Bali are therefore advised to prepare individual digital declarations where required, ensure that cash and goods are reported in line with thresholds and excise allowances, and verify any special rules on restricted items and mobile devices with the latest customs and immigration guidance before departure.
