Bitung — — Pelindo Regional 4 Bitung will shift the issuance of container-goods service notes (Nota Jasa Barang Petikemas) from its subholding PT Pelindo Terminal Petikemas to PT Pelabuhan Indonesia (Persero) at 00:01 WITA on Thursday, October 1, 2026, according to regional media reports.

The change is part of an internal integration of port-service business processes within the state-owned port operator. According to coverage of Pelindo’s Regional 4 activities, similar transitions in container-service documentation are being implemented across several terminals as Pelindo centralises certain administrative functions under the parent company.

Pelindo Regional 4 Bitung presented the planned mechanism to service users and other stakeholders during a socialisation meeting at Bitung Port on Thursday, September 17, 2026. The briefing explained how the notes will be issued once the change takes effect, the effective time of the transfer, and points service users should consider when arranging container-goods services.

Administrative shift for container services

Under the new arrangement, PT Pelabuhan Indonesia (Persero) will become the issuing entity for the container-goods service notes in Bitung, replacing PT Pelindo Terminal Petikemas as the previous issuer.

Pelindo Regional 4 Bitung General Manager James David Hukom told local media the briefing was intended to give users clear information before the new arrangement takes effect. He described the shift as an administrative and operational integration designed to simplify service delivery and improve coordination across Pelindo business units.

Regional reports on Pelindo’s container-service transitions indicate that the company is aligning documentation and billing procedures with its post-merger structure, in which PT Pelabuhan Indonesia (Persero) is the integrated holding and PT Pelindo Terminal Petikemas acts as a subholding focused on terminal operations.

Key details for port users

For shipping lines, cargo owners and agents using Bitung Port, the confirmed milestones for the change in container-goods service notes are:

  • Effective date: Thursday, October 1, 2026
  • Effective time: 00:01 WITA
  • New issuing entity: PT Pelabuhan Indonesia (Persero)
  • Previous issuer: PT Pelindo Terminal Petikemas

Pelindo Bitung has stated that it will continue to coordinate with service users during the transition period to maintain service continuity. The company’s stated objective is for the change to improve service quality through more integrated processes, rather than functioning only as a formal administrative adjustment.

Broader integration in Pelindo

The shift in Bitung reflects Pelindo’s broader transformation following the legal merger of the regional Pelabuhan Indonesia companies into PT Pelabuhan Indonesia (Persero) and the creation of subholdings, including PT Pelindo Terminal Petikemas, to manage specialised operations such as container terminals.

In previous years, Pelindo has transferred operational responsibilities for multiple container terminals to its subholding structure while retaining central authority for certain corporate and administrative functions. The upcoming change in Bitung’s container-goods service notes is consistent with that ongoing integration of roles within the group.

Pelindo has presented these adjustments as part of efforts to deliver more integrated and efficient services that support national connectivity and economic growth, while maintaining coordination between the parent company and its subholdings.
