Pelindo finalises land legalisation for 24.77-hectare BMTH zone at Benoa

Pelindo has completed land-tax administration and land legalisation for the 24.77-hectare first development area of the Bali Maritime Tourism Hub at Benoa Port, working with the Denpasar City Government.

Denpasar, Bali — State-owned port operator PT Pelindo (Persero) has completed land-tax administration and legalisation for the first development area of the Bali Maritime Tourism Hub (BMTH) within Benoa Port, in cooperation with the Denpasar City Government.

According to an article on LenteraEsai.id, Pelindo’s Bali and Nusa Tenggara sub-region finalised land-tax processing and land legalisation for Development Area I, covering 24.77 hectares inside the national strategic BMTH project at Benoa. The company described the step as part of efforts to ensure orderly administration and good governance for the port’s reclaimed land.

LenteraEsai.id reported that the completed land administration concerns reclaimed land that forms part of the BMTH’s first development zone. Separate information from the Ministry of Transportation’s Directorate General of Sea Transportation indicates that a 247,700-square-metre reclaimed area at Benoa — corresponding to 24.77 hectares — is designated as Development Area I and is covered by a strategic land-use agreement between the ministry and Pelindo.

The Directorate General of Sea Transportation said the 30-year agreement provides a legal basis for using the reclaimed land as a concession object, supporting the registration of land rights and improving port services and operations. Under the agreement, 5 per cent of the reclaimed area, or 12,385 square metres, is to be handed over to the Harbourmaster’s Office and Port Authority (KSOP) Class II Benoa for government use.

Planned uses in Development Area I

LenteraEsai.id reported that Development Area I is designated for a marina, entertainment facilities, retail and lifestyle uses, and Segara Kerthi Park. These elements are intended to support the BMTH’s goal of positioning Benoa as an international maritime tourism destination.

A July 2026 market bulletin from a securities firm, summarising Pelindo’s plans, also refers to Development Area I as a 24.77-hectare zone with entertainment, lifestyle and public spaces integrated into the marina area. Taken together, these descriptions indicate that the first development area is largely oriented toward visitor-facing and tourism functions.

Administrative focus shifts to Development Area II

LenteraEsai.id reported that Pelindo will next focus tax and legalisation work on Development Area II, which covers 45 hectares. The outlet said this phase will require coordination across institutions to secure legal certainty, compliance with regional tax regulations and improved asset management.

Earlier technical material on Benoa’s second reclaimed zone, often referred to as Dumping 2, describes a 45.4-hectare area allocated to energy terminals, bulk and container berths, storage tanks and associated port infrastructure. These documents depict the second zone as primarily serving energy, cargo and logistics activities that complement the BMTH’s tourism facilities.

Role in Bali’s wider maritime-tourism strategy

The BMTH at Benoa has been designated as a national strategic project that combines tourism, commercial, port and logistics functions. According to the Directorate General of Sea Transportation, the reclaimed land in Development Area I is to be used for constructing and managing port-support facilities consistent with the Benoa Port master plan, which forms part of the BMTH framework.

Local and industry reports describe the BMTH as an effort to reshape Benoa into a hub for cruise calls, yacht marinas and associated leisure facilities, while relocating and reorganising energy and cargo operations into dedicated zones. The completion of land-tax and legalisation work for Development Area I removes one key administrative hurdle for this broader transformation, even though detailed construction schedules, investment values and operational targets for the BMTH have not been fully disclosed in the sources consulted.
