Bali lawmakers press for radiation allowance rules at RSUD Bali Mandara

Denpasar — Bali’s provincial legislature is pressing the provincial government to establish a legal basis for radiation-hazard allowances for health workers at RSUD Bali Mandara, according to local reporting and provincial legal documents. The issue centers on staff in radiology, radiotherapy and nuclear medicine who work around occupational radiation exposure.

Commission IV chairman I Nyoman Suwirta has said workers exposed to radiation should receive protection and compensation regardless of employment status, including civil servants and government contract staff. In the same reporting, hospital director dr. IGN Putra Dharma Jaya said the hospital supports the allowance and has submitted a proposal, but that a clear legal foundation is needed before payments can be made.

The allowance is referred to as tunjangan bahaya radiasi, or TBR. Bali’s human resources agency has mapped workers whose duties may involve radiation risks and, in the report, identified 40 full-time PPPK workers for initial consideration and eight part-time PPPK workers for further technical discussion.

The agency is also continuing to classify other workers, including about 200 additional full-time PPPK staff and 50 PJLP personnel, according to their duties and risk levels. PJLP refers to individually contracted service providers.

Legal basis remains under discussion

A Bali provincial regulation on fees and education assistance for health-related staff exists, but it is not presented as authorizing the full TBR payment sought by lawmakers. The regulation, Governor Regulation No. 45 of 2025, applies to RSUD Bali Mandara, RSUD Bali Mata and RSJ Manah Shanti Mahottama from 1 January 2026 and sets out service fees and education assistance arrangements.

In the local report, officials said a governor’s regulation, rather than a governor’s decision, is viewed as the more appropriate instrument for defining recipients, eligibility criteria, risk categories, payment procedures and the allowance amount. The draft framework has not yet been advanced for further discussion with the provincial legal bureau.

Studies published by Bali Mandara’s own hospital network and Indonesian academic journals have documented radiation-related work in the hospital’s radiology and nuclear medicine areas, underscoring why the issue is being treated as an occupational safety matter. Those studies describe radiation exposure levels and cite national dose limits for radiation workers.
