Denpasar — Bali Governor Wayan Koster has assigned a special team to determine the province’s 2027 minimum wage by combining wage parameters with the decent-living-needs measure, moving away from the 2015 basis. The Bali provincial government said the process is targeted for completion by mid-November under Government Regulation No. 49 of 2025.
The approach does not yet set the final wage. The team is preparing a new calculation based on 2026 data, while considering the needs of workers and the ability of companies to pay.
Why Bali’s wage review matters to foreign residents
For foreign residents, the review matters mainly through its effect on employers and local labor costs. The provincial minimum wage is a floor for covered employment in Bali; it is not a general income requirement for visitors, nor does it automatically determine visa or residence rules. Businesses that employ workers under the provincial wage system may need to account for the eventual figure when planning payroll and contracts.
The change comes as Bali weighs the gap between the current minimum wage and the cost of a decent standard of living. The province has decided to replace the former 2015 reference basis with a calculation anchored in 2026. Government Regulation No. 49 of 2025 provides the framework for the 2027 determination, while the study is intended to combine the wage formula with the decent-living-needs measure rather than rely on the former basis alone.
The study is expected to be completed by mid-November. The final amount will follow the government’s determination after the review, and the reported figures remain projections rather than an adopted wage.
