Bangli, Bali — — Indonesia’s Attorney General’s Office is expanding its Jaga Desa (Jaksa Garda Desa) programme to strengthen legal guidance and digital oversight of village funds, with Bangli in Bali among the districts hosting technical briefings on the initiative in late 2025.
According to the Bali High Prosecutor’s Office, a technical workshop on optimising Jaga Desa and Merah Putih Village/Kelurahan Cooperatives was held at the Wantilan Taman Makam Pahlawan in Desa Adat Penglipuran, Bangli, on Saturday 13 December 2025, attended by village heads, village councils, cooperative boards and local officials.
In that forum, senior prosecutors presented Jaga Desa as a strategic tool to oversee the use of village funds and to prevent corruption at village level, in line with national priorities for strengthening rural governance.
National anti-corruption targets
Officials from the Attorney General’s Office have set an ambitious goal of drastically reducing, and ultimately approaching zero, corruption cases involving village funds by 2028.
In guidance delivered to local stakeholders, prosecutors explained that the strategy is to cut the number of village-fund corruption cases to around 200 nationally by 2026 and to approximately 20 cases by 2028, moving towards what they describe as a “zero corruption” scenario for village funds.
This approach is framed as part of broader efforts to implement national development priorities that call for stronger governance and oversight in rural areas.
How Jaga Desa operates
Jaga Desa is being promoted as the Attorney General’s main instrument for legal guidance, assistance and early detection of irregularities in village governance.
According to programme descriptions published by the Attorney General’s Office and regional prosecutor offices, Jaga Desa combines on-the-ground legal counselling for village officials with intelligence-led monitoring of budget management and compliance.
Prosecutors say the programme is designed to support more transparent and accountable use of village funds, and to help village administrations avoid legal violations in areas such as financial management, asset use and social conflict.
Digital monitoring through the Jaga Desa application
To underpin the oversight system, the Attorney General’s Office has launched a dedicated Jaga Desa application accessible via a national platform.
The application is described by officials as a real-time monitoring tool for village fund management, integrated with the Ministry of Home Affairs’ village financial system (Siskeudes).
According to statements by Deputy Attorney General for Intelligence Reda Manthovani, the application allows village heads to submit budget reports and other data directly, while providing channels for legal consultation and reporting potential irregularities.
Bangli’s role and Merah Putih cooperatives
In Bangli, the December 2025 technical briefing linked Jaga Desa with the rollout of Merah Putih Village/Kelurahan Cooperatives, a provincial initiative intended to strengthen the rural economy.
Bali Governor Wayan Koster used the Bangli event to announce that all planned Merah Putih cooperatives in the province had been formed and to focus on moving them into full operational phase, with a target for full operations starting in 2026.
Prosecutors at the same event said the Jaga Desa programme would help oversee the management of cooperative assets and facilities, including warehouse outlets and other strategic projects tied to village development.
Preventive focus, not specific prosecutions
Regional prosecutor offices emphasise that Jaga Desa is intended as a preventive, educational and supervisory mechanism rather than a tool aimed at immediate prosecution.
They describe the programme as focusing on legal guidance, early warning and community engagement to ensure village funds and related development programmes are used effectively and lawfully.
Reports on the Bangli briefing and related Jaga Desa activities do not identify any specific village in the district as being under investigation in connection with corruption in village funds.
