Kadin Bali Seeks OSS Review and Golden Visa Reassessment in Denpasar

Kadin Bali called for changes to Indonesia’s OSS licensing system and a review of the Rp10 billion (about US$584 million) Golden Visa investment threshold, citing changed conditions since the pandemic.

Denpasar — Kamar Dagang dan Industri (Kadin) Bali called on the government to evaluate and revise the digital licensing system known as Online Single Submission (OSS) at its provincial leadership meeting on Thursday, Sept. 24.

The change comes as Kadin Bali also questioned whether the current foreign-investment threshold remains appropriate. The group said the Golden Visa requirement of Rp10 billion (about US$584 million) should be reviewed because economic conditions have changed since the COVID-19 pandemic.

The meeting, known as the Rapat Pimpinan Provinsi, was held at the Kadin Bali secretariat in Denpasar. I Made Ariandi, chairman of Kadin Bali, said the forum gathered proposals and strategies from regional chapters for discussion at the national leadership meeting.

Why the proposed review matters to foreign investors

For a foreign resident or visitor considering a business or investment in Bali, OSS is the government’s digital system for submitting business-licensing applications. A review could affect how investment-related permits are assessed, although the report does not state that any rule has already changed.

The Golden Visa threshold discussed by Kadin Bali concerns foreign investment of Rp10 billion (about US$584 million). Kadin Bali described that amount as relatively small under current economic conditions, compared with the period of the pandemic. The group also said investment should not damage the environment, agricultural land or local culture.

Kadin Bali plans to take its proposals to the national forum in the form of a paper or recommendations for the government and relevant ministries. The report does not specify a timetable for a government decision or say that the Rp10 billion (about US$584 million) requirement has been amended.
