PJT I Expands Bali-Penida Water Work Under 2026 Presidential Decree

Denpasar — Perum Jasa Tirta I is expanding its water-management work in Bali-Penida under a 2026 presidential decree that added the river basin to its operating area, according to the company and the Ministry of Public Works’ water-resources directorate.

The assignment covers operations and maintenance support, water-quality and water-quantity monitoring, and other tasks set out in the cooperation framework signed by Perum Jasa Tirta I and the Bali-Penida River Basin Agency, or BWS Bali-Penida, the agency said.

In the same framework, BWS Bali-Penida remains the regulator and asset owner, while Perum Jasa Tirta I acts as operator for part of the water-resources management work in the basin, according to the agency’s statement.

River conditions and maintenance needs

Perum Jasa Tirta I has also been carrying out surveys of river conditions in the Bali-Penida watershed to support a joint work programme with BWS Bali-Penida, the company said in a June statement on the expansion of its operating area.

The company said the broader assignment in Bali-Penida is linked to watershed management, raw-water use and potential revenue from water-resource services in the basin.

In a related June legal notice, the government’s legal database listed Presidential Decree No. 9 of 2026 as the basis for adding Bali-Penida, Pompengan-Larona, Saddang and Parigi-Poso to PJT I’s work area.

Local reporting in September said Bali’s river system has been under strain, with hydrological data from BWS Bali-Penida showing sharp dry-season drops at 20 river points across six regencies, including a 98% fall at Tukad Yeh Mawa in Tabanan.

BWS Bali-Penida has said the data were collected and processed through August 2026 and may be updated with later measurements.

What the company is expected to do

According to the company, the initial work in Bali-Penida includes AKNOP, an assessment of real operation and maintenance needs, to compare required funding with the budget available through the state budget.

The agency’s cooperation announcement says PJT I will help with routine operation and maintenance of water infrastructure, monitoring of water quality and quantity, and other duties under the applicable rules.

The company has said it also has a mandate to explore water-resource potential in its newly assigned basins, including for regional drinking-water utilities, power generation, industry and tourism.

Based on the sources reviewed, the mapping and planning stage is intended to inform priorities for later work in the basin, including interventions that could be carried out after 2026.

Separately, BWS Bali-Penida has been promoting conservation and water-saving measures in the basin, including rehabilitation of critical land and the construction of conservation infrastructure such as embungs, infiltration wells and biopori, according to its July statement.
