Denpasar — Bali’s foreign tourist levy generated about Rp235 billion in revenue between January and August 2026, with Governor Wayan Koster reporting that roughly 43 percent of foreign visitors had paid the charge by August.
Koster disclosed the figures during a plenary session marking the province’s 68th anniversary in Denpasar in mid-August, according to local media reports that cited his address to the regional parliament.
The levy, formally known as the foreign tourist contribution (pungutan wisatawan asing, PWA), is set at Rp150,000 per foreign visitor under provincial regulation.
Collection and compliance in 2026
Provincial data presented by Koster showed that levy receipts reached around Rp235 billion for January–August 2026 and that payments covered about 43 percent of foreign tourist arrivals during that period.
The governor said the 43 percent compliance rate represents an improvement of roughly 7 to 8 percentage points compared with the previous year.
To raise compliance, Koster described coordination between the provincial government, immigration authorities and airlines operating international routes to Bali.
He said international carriers serving Bali had agreed that, starting in late August 2026, they would display and announce the levy requirement on board before departure, so passengers are informed of the Rp150,000 payment obligation before arriving on the island.
2025 performance and comparison
In his remarks and earlier statements, Koster noted that Bali collected about Rp369 billion in foreign tourist levy revenue in 2025.
Several local outlets reported that the 2025 receipts were equivalent to a payment rate of roughly 34.8–35.4 percent of foreign tourist arrivals, up from about 32 percent in 2024.
Based on the governor’s August 2026 comments, the 43 percent compliance rate by August 2026 therefore marked a further rise from the 2025 level, though he also acknowledged that more than half of foreign visitors still were not paying the levy.
Economic rationale and use of funds
Koster has repeatedly argued that foreign tourism is a key driver of Bali’s economy and a major source of foreign-exchange earnings for Indonesia, citing official tourism arrival and spending figures in separate statements.
He has said that all proceeds from the foreign tourist levy are booked as regional own-source revenue (pendapatan asli daerah, PAD) and earmarked for the preservation of Balinese culture and for environmental and social programs, in line with national and provincial regulations.
Local media have also reported that Bali officials are seeking stronger central-government support and additional infrastructure funding to manage the impacts of growing foreign tourist arrivals, although no specific new funding commitment linked directly to the levy receipts has been formalized in the reports reviewed.
As of mid-August 2026, the latest publicly reported tally for the foreign tourist levy remains the Rp235 billion booked for the first eight months of the year, alongside the 43 percent compliance rate Koster highlighted to lawmakers.
