Bali pitches 45 MWp solar and blue-carbon assets at ICBS 2026

Denpasar — Bali Governor I Wayan Koster has highlighted around 45 megawatt-peak (MWp) of installed solar power and other ecological assets as the foundation for a green economy, inviting investors to collaborate on carbon and biodiversity projects at the Indonesia Carbon and Biodiversity Summit (ICBS) 2026 in Nusa Dua on 8–9 September 2026.

Speaking at the summit, Koster said Bali’s climate assets could be transformed into economic value while remaining anchored in local wisdom and environmental protection, according to coverage by public broadcaster RRI and local outlet Kabar Bali Satu.

RRI reported that the provincial administration is developing a strict and transparent regional framework for carbon business and trading, with regulations intended to provide legal certainty for partners and ensure direct economic benefits for local communities.

Three carbon collaboration areas

The provincial government is opening three “bankable” collaboration areas: blue carbon, agricultural carbon and solar energy.

In the solar sector, Bali is offering opportunities for large-scale photovoltaic plants, with an initial development target of about 300 MWp and potential expansion to between 700 MWp and 1,200 MWp.

According to Kabar Bali Satu, the large-scale solar program is designed to support Bali’s energy transition and create opportunities for renewable energy certificates and carbon credits.

The administration is seeking cooperation with investors, project developers, international standards bodies, academics and communities to realise these projects under the regional regulatory framework.

Climate and ecological asset base

RRI and several local reports describe a portfolio of existing climate-related assets that Bali is positioning for green-economy development.

In renewable energy and mobility, Bali has approximately 45 MWp of installed solar power plants, supported by 17,225 electric two- and four-wheeled vehicles and 302 electric-vehicle charging stations across the island’s nine regencies and cities.

For blue carbon, the province cites about 2,330 hectares of mangrove forests, of which roughly 88 percent are classified as dense, and around 1,307 hectares of seagrass beds as potential bases for blue carbon credits.

In agriculture, Bali reports 52,909 hectares of rice fields using organic systems, representing about 82 percent of total rice-field area, which the administration associates with potential soil-carbon and biodiversity-based credits.

The forestry sector adds a further 131,171 hectares of forest, including around 96,688 hectares of protected forest and 26,396 hectares of conservation areas.

Model for carbon and biodiversity economy

The summit’s organiser, the Indonesia Carbon Credit and Biodiversity Alliance (ICCBA), presented Bali as a potential model for an economy that integrates carbon and biodiversity assets.

ICCBA chairman Rob Raffael Kardinal praised the provincial government’s proactive approach, noting Bali’s combination of natural ecosystems, cultural context, policy framework and community involvement as strengths for building a credible green-economy platform.

According to RRI, Bali’s position is that the development of these assets must follow prudence, transparency and good governance, with carbon-related economic activities designed to protect ecosystems and deliver tangible benefits to local residents.

The ICBS 2026 program, held at The Westin Resort Nusa Dua on 8–9 September, brought together officials, investors and practitioners to discuss policy, markets, technology and nature-based solutions, with Koster listed as one of the keynote speakers.
