Denpasar — Bali’s intellectual property authorities are using free copyright registration and communal intellectual property records alongside heritage messaging to frame cultural policy as both legal protection and preservation in 2026, according to recent government publications and local media.
On 19 August 2026, the Bali Regional Research and Innovation Agency (BRIDA) reported that the Bali Regional Office of the Ministry of Law facilitated the free registration of 30 copyright works for creators and artists from all nine regencies and cities in the province during the 81st Hari Pengayoman commemoration in Denpasar.
According to BRIDA, the submissions were channelled through regency and city BRIDA offices, the provincial Culture Office and the Bali Institute of the Arts (ISI Bali). The works were grouped into two main subsectors: visual arts such as paintings, sculpture and illustration, and performing arts including contemporary dance, drama and shadow-puppet performances. BRIDA did not publish a public breakdown by art form or by origin regency or city.
In the same ceremony, the Ministry of Law’s Bali office handed over three additional intellectual property records: one copyright registration for a computer program from BRIDA Jembrana, one communal intellectual property record for a traditional cultural expression from BRIDA Denpasar City, and one communal record for traditional knowledge from BRIDA Karangasem Regency.
Legal protection framed as cultural infrastructure
BRIDA presented the free copyright facilitation as part of a broader effort to strengthen protection for creators and communal cultural assets by lowering access barriers to legal documentation. Local media coverage of the same event noted that the Bali office of the Ministry of Law and Human Rights had recorded 8,871 intellectual property applications in Bali as of 18 August 2026, with copyright registrations dominating the total, and highlighted the use of a zero-tariff policy for music and song registrations under a 2026 government regulation.
At the Hari Pengayoman ceremony, the Ministry’s Bali office also launched the Galeri Sanga Gumi Bali, a digital and physical gallery intended to document and showcase communal intellectual property such as traditional cultural expressions and knowledge, developed in collaboration with BRIDA and other local partners. Media reports describe the gallery as a public space where visitors can see examples of registered traditions and culinary and textile heritage during office hours.
The Ministry’s collaboration with BRIDA and higher-education institutions was framed in official and media material as a way to expand intellectual-property services and legal education, though the publicly available documents do not specify the budget, staffing or numerical targets attached to these initiatives.
Village tradition data and heritage messaging
Beyond the provincial-level copyright and communal-IP event, local government material from Banjar District in Buleleng Regency records a coordination activity on tradition data in Tigawasa and Sidetapa villages. The photo gallery confirms that officials conducted on-site coordination related to documenting village traditions but does not detail the number of traditions recorded, methodology or implementation timetable.
Heritage messaging also appears in a February 2026 article from the Denpasar State Asset and Auction Service (KPKNL Denpasar) describing Kertha Gosa in Klungkung as a historic complex that is both a legal-history landmark and a cultural tourism destination. The article explains that Kertha Gosa is part of the Taman Gili complex associated with the former Klungkung royal palace, built in the 18th century, with distinctive Kamasan-style wayang paintings on its ceiling and a historic role as a royal court hall.
The same article warns that age, weather, humidity and increasing visitor numbers pose risks to the building and paintings, and says preservation efforts include periodic physical conservation, restoration of the ceiling paintings by specialists and traditional artists, legal protection as a cultural heritage asset, and education and cultural programming such as school visits and festivals. However, it does not provide dated project records, funding figures or measurement of changes in the site’s condition.
Emerging focus, limited public metrics
Taken together, the August copyright facilitation, the launch of the Galeri Sanga Gumi Bali, village-level tradition-data coordination and official messaging around Kertha Gosa suggest a growing administrative focus on documenting, protecting and promoting Bali’s cultural assets at both individual and communal levels.
Yet the available public material still offers only partial insight into implementation capacity. The copyright event provides specific figures and categories for registered works, while communal-IP records, village tradition data activities and heritage conservation narratives are described largely in qualitative terms, without published budgets, timelines or measurable outcomes.
For international observers, the 2026 record thus points to an evolving legal and administrative framework for cultural protection in Bali, anchored in copyright and communal intellectual property policy and complemented by heritage conservation messaging, but with limited publicly verifiable data on how these efforts translate into sustained protection on the ground.
