Denpasar Regulation No. 8/2023: Who Handles Waste?
Denpasar’s 2023 waste regulation remains in force and shifts responsibility to source-based handling, with collection and sorting shaped by local customary-village and neighbourhood arrangements.

Denpasar — Denpasar’s Regional Regulation No. 8 of 2023 sets the city’s current legal framework for waste management and repeals Regulation No. 3 of 2015, according to the municipal regulation text and the city’s legal documentation portal. The rule is titled Peraturan Daerah Kota Denpasar Nomor 8 Tahun 2023 tentang Penyelenggaraan Pengelolaan Sampah and was enacted on 27 December 2023.
The regulation is built around source-based waste management. In the official text, Denpasar defines waste management as a systematic, comprehensive and continuous effort that covers reduction and handling, and it assigns responsibility to waste producers and waste managers.
Who is responsible?
For households, businesses and property operators, the practical rule is that waste management begins at the source. The regulation also provides for oversight by the mayor, implemented through the head of the Environment and Hygiene Office, and says anyone carrying out waste-management business activities must have a permit from the mayor.
The regulation’s terminology is broad enough to cover ordinary daily waste, while also distinguishing “specific waste” that requires special handling because of its characteristics, concentration or volume. For businesses, the definition of a producer includes enterprises that manufacture packaged goods, distribute imported packaged goods, or sell goods in containers that are difficult to decompose naturally, when those activities are authorised by local government.
How the system works in practice
A 2024 study published in Path of Science says Denpasar’s source-based program directs residents to deliver waste to temporary collection points in customary-village areas, where sorting is intended to separate plastic, biodegradable material and waste that is difficult to decompose. The study says customary villages can manage waste independently or in coordination with villages and subdistricts, and it describes a customary-village-owned enterprise handling operations in the areas examined.
That same study says the program envisioned 102 TPS-3R facilities across Denpasar, Badung, Gianyar and Tabanan, while noting that reliability during implementation remained low. In June 2024, Denpasar’s regional secretary urged neighbourhood leaders and field officers to implement waste management under the 2023 regulation and the mayor’s 2024 instruction on source-based waste optimisation.
From the available sources, Denpasar does not operate under a single citywide collection arrangement for every address. The practical operator, collection point and handling route depend on local arrangements, including customary-village and neighbourhood systems described in the 2024 reporting and study.
What residents and businesses should know
Because the regulation makes waste producers part of the system, residents and businesses are expected to separate and hand over waste according to the local arrangement that applies to their area. The official rule also makes clear that the city may guide and supervise waste management through the Environment and Hygiene Office.
For readers trying to identify the correct disposal path, the key takeaway is simple: do not assume a roadside pile or informal dumping spot is an authorised endpoint.
