Denpasar — A 2022 peer‑reviewed literature review of Bali’s coral‑reef conservation identifies seven priority areas for improvement, ranging from stronger marine protected areas to expanded monitoring and reduced plastic pollution, and presents them as recommendations based on international best practice rather than a statement of current government policy.

Bali is described in the review as part of the wider Indonesian coral‑reef region within the Coral Triangle and as having high reef biodiversity and significant socio‑economic dependence on marine ecosystems. The authors, led by Zach Boakes, draw on scientific and local literature to assess existing conservation tools and compare them with approaches used in other countries.

According to the article in the Journal for Nature Conservation, Bali’s reefs have been affected in recent decades by climate change, destructive fishing, land‑based pollution, coral disease and unsustainable tourism, alongside pressures from coral‑eating invertebrates. The review notes that communities, non‑governmental organisations and government bodies have already introduced a range of conservation strategies, including marine protected areas and reef‑restoration projects, but finds gaps in management and compliance.

Seven recommended priorities

The literature review states that, in light of international “best practice”, Bali could better conserve its coral‑reef ecosystems by pursuing seven linked priorities. These are framed explicitly as suggestions for improvement rather than confirmation that all measures are currently in place.

First, the authors recommend increasing the designation of official marine protected areas (MPAs) and strengthening management of those already established. This includes enhancing enforcement and addressing non‑compliance with existing regulations, according to a summary of the study’s findings.

Second, they call for creating a connected MPA network, so that protected areas are managed in a coordinated way rather than as isolated sites. The review highlights that connectivity among MPAs can improve ecological resilience and support fish populations, especially where coastal communities depend heavily on reef resources.

The third recommendation is to substantially reduce marine plastic pollution, which the review identifies as a major environmental challenge for Bali’s coastal waters. Measures discussed in the broader literature include improved waste management and community‑based initiatives to remove debris from beaches and nearshore reefs.

Fourth, the authors suggest continuing artificial‑reef construction in degraded habitats as a localised tool to increase fish biodiversity and abundance and to support reef‑dependent livelihoods. Related research from the same group in North Bali reports that artificial structures can, under certain conditions, enhance fish communities and provide ecosystem services, although outcomes depend on design and management.

The fifth recommendation is to continue developing Bali as an ecotourism destination, using nature‑based tourism to support conservation and community income. The review points out that tourism can provide funding and incentives for reef protection when managed carefully, but can also generate pressures such as trampling, anchor damage and wastewater if poorly regulated.

Sixth, the authors call for greater engagement in global marine‑conservation science to inform decision‑making, arguing that participation in international research networks can improve policy design and access to best‑practice tools. This includes contributing local data to comparative studies and drawing on lessons from other reef regions.

Finally, the review urges Bali to develop more marine‑monitoring programmes, emphasising that effective protection and restoration depend on regular information about reef condition, threats and recovery. The article notes that monitoring remains uneven and that more systematic, long‑term datasets are needed to assess the performance of MPAs and restoration projects.

Recommendations versus policy

Both the journal article and an independent media report underline that these seven points are recommendations derived from best practice and observed gaps in Bali, not a verified list of measures fully adopted across the island. The review identifies examples of existing MPAs, restoration initiatives and community‑based conservation, but also reports issues such as weak enforcement and inconsistent management.

According to the media coverage, the study finds that while some conservation tools in Bali align with international models, others fall short, and more work is needed to safeguard coastal ecosystems, particularly through better MPA governance and attention to local livelihoods. Neither the journal article nor the secondary sources consulted provide a comprehensive, up‑to‑date audit of government budgets, regulations or island‑wide monitoring systems.

As a result, the seven recommendations are best understood as a policy agenda proposed by researchers rather than a definitive account of current official practice.
