Denpasar — Plans for the Bali Maritime Tourism Hub at Benoa envisage a significantly expanded cruise and yacht facility, with a new cruise terminal complex designed to handle up to about 9,000 passengers and accommodate three large ships at once, but full commissioning dates and exact operational capacity have not been formally detailed by official sources.
The hub is being developed at Benoa Port in Denpasar as an integrated maritime tourism and logistics area led by state-owned port operator Pelindo.
According to a July 2025 explainer by Bali.live, key features of the project include a new cruise terminal consisting of three buildings with a berth of around 1,100 metres, capable of receiving three cruise ships simultaneously and handling up to 9,000 passengers at once.
The same article describes the hub as Indonesia’s first premium port, combining cruise, yacht and supporting commercial facilities.
Planned terminal and marina facilities
While Bali.live summarises the three-terminal concept and 9,000-passenger figure, more detailed design information appears in Pelindo’s own project description.
In material prepared for the ASEAN Indo-Pacific Forum, Pelindo outlines that the Bali Maritime Tourism Hub will feature a cruise terminal with an eastern berth of about 828 metres for regular or turnaround cruises and a southern berth of around 614 metres designed for home-port operations, each with planned depths of up to minus 12 metres low water spring (mLWS).
The same Pelindo document states that a marina of approximately 27,000 square metres is planned, with capacity for about 275 yachts, supported by around 44,000 square metres of marina-support zones and additional commercial and park areas.
These figures confirm the broad scale of the planned yacht facilities, although they differ from the 57,400-square-metre yacht area cited in some secondary reporting.
Bali.live further reports that “Bali Benoa Marina” — the yacht component of the hub — is expected to open in the fourth quarter of 2025, with all facilities at the hub projected to be operational by 2027.
Those dates are presented as project timelines rather than formal government commissioning notices.
Current cruise operations at Benoa
Available traffic statistics indicate that current cruise operations at Benoa, while growing, remain below the hub’s long-term design capacities.
China’s Xinhua news agency, citing Indonesian officials, reports that 38 cruise ships carrying more than 50,000 foreign tourists docked at Benoa Harbor in the first half of 2025.
The same report notes that in 2024 the port received 59 cruise ships estimated to have carried about 103,000 foreign tourists.
An Indonesian news portal, TheIndonesia.co, gives similar figures, stating that Pelindo’s Benoa branch recorded 36 cruise calls bringing around 50,000 international visitors between January and April 2025, with 59 cruise ships and over 103,000 foreign tourists in 2024.
These numbers describe ship calls and annual visitor totals, and they do not specify how many passengers passed through any new or expanded BMTH terminal buildings at a single time.
Another tourism-focused outlet, The Bali Sun, notes that the most visible change at Benoa has been the new cruise terminal, which it says has become increasingly operational and can now accommodate up to three jumbo cruise ships at once, each holding up to around 9,000 passengers.
The article also recalls that the port welcomed 59 cruise ships and 103,000 passengers in 2024 and suggests that initial projections for the new terminal envisaged upwards of 100,000 cruise passengers by the end of 2025.
Completion and commissioning still not fully specified
Pelindo has previously targeted completion of Benoa Port development using the BMTH concept by mid-2023, with several works — including an expansion of the international passenger terminal from an 800-passenger to a 3,000-passenger capacity — reported as 100 percent finished.
Indonesian media reports from late 2022 and early 2023 also describe the existing international passenger terminal as already expanded to accommodate about 3,000 people and note ongoing extension of the east pier and plans to deepen the basin to minus 12 metres to serve larger cruise ships.
However, the available public information does not provide a clear, official timetable for when all three planned cruise terminal buildings of the Bali Maritime Tourism Hub will be fully commissioned, nor does it break down how much of the projected 9,000-passenger capacity is already in routine use.
For travellers and cruise operators, this means Benoa is already functioning as a busy cruise gateway with expanded terminal facilities and increasing ship calls, while the hub’s ultimate three-terminal layout and full premium-port capacities remain a longer-term development trajectory rather than a completed, fully documented reality.
