Garuda moves to piece-based baggage, sets 23kg limit per bag

Jakarta — — Garuda Indonesia has introduced a new piece-based checked baggage system effective 1 September 2026, changing from a purely weight-based allowance to limits defined by the number of bags and their maximum weight per piece. Under the new rules, most domestic economy passengers are entitled to one checked bag of up to 23 kilograms, while most international economy passengers are entitled to two checked bags of up to 23 kilograms each.

The airline’s allowance now depends on when the ticket is issued rather than only on the date of travel. According to Garuda’s published policy and multiple Indonesian media reports, the piece concept applies to tickets issued on or after 1 September 2026, for travel commencing on or after that date. Tickets bought before 1 September 2026 remain under the previous weight-based rules, even if the flight takes place later, unless the ticket is reissued.

Passengers are advised to check the baggage entitlement printed on their e-ticket, which specifies the number of pieces and maximum weight allowed for each bag. Media reports citing Garuda’s guidance note that if the e-ticket shows “1 piece, max 23 kg”, travellers may only check one bag up to 23 kilograms; bringing two smaller bags that together weigh 23 kilograms would be counted as two pieces.

Domestic and international limits

For economy-class passengers, the key distinction is between domestic and international itineraries. On domestic routes such as travel between Bali and Jakarta or other Indonesian cities, the standard free allowance is one checked bag with a maximum weight of 23 kilograms. On international routes, economy passengers generally receive two checked bags, each with a maximum weight of 23 kilograms.

Business- and first-class passengers receive a larger allowance. According to Garuda’s policy and several reports, business and first-class travellers on both domestic and international services are entitled to two checked bags, each with a maximum weight of 32 kilograms, subject to route and ticket conditions. Each piece is assessed separately, and the limits apply per bag.

The main published figures are:

• Domestic economy: one piece, maximum 23 kilograms.
• International economy: two pieces, maximum 23 kilograms each.
• Domestic and international business or first class: two pieces, maximum 32 kilograms each.

These limits represent an increase from the earlier free allowances of 20 kilograms for domestic economy and 30 kilograms for international economy, which are now replaced by the per-piece system. However, passengers cannot combine the allowance across bags: a total entitlement of 2 × 23 kilograms does not permit a single 46-kilogram suitcase.

What happens at the airport

Under the piece concept, check-in staff assess both the number of bags and the weight of each bag. If one bag exceeds its individual weight limit, the excess cannot be offset by another bag that weighs less; instead, excess baggage charges or heavy-bag fees may apply. Customers can purchase additional pieces before departure or pay excess-baggage fees at the airport, with a specific “heavy bag” option available for economy-class bags weighing more than 23 kilograms up to 32 kilograms.

Garuda’s cabin baggage rules remain in place. Passengers may bring up to 7 kilograms of carry-on luggage, plus one personal item such as a small bag or laptop case, in line with the airline’s existing cabin-baggage policy.

For travellers connecting through Indonesian hubs, the practical step is to review each Garuda ticket separately. The applicable allowance depends on whether the ticket was issued or reissued before or after 1 September 2026, and on whether the itinerary is domestic or international. Media and official notices also advise passengers on complex or codeshare journeys to confirm route-specific exceptions and current excess-baggage fees directly with the airline before departure.

Garuda’s shift to the piece concept aligns its baggage rules more closely with common international practice and follows a period of broader adjustments to baggage allowances among Indonesian carriers. Under the former weight concept, free baggage was calculated solely by total kilograms, without a specific limit on the number of bags; the new arrangement sets both the number of bags and a maximum weight per bag.
