Klungkung promotes Green Island plan for Nusa Penida at autonomy expo

Klungkung — — The Klungkung administration is promoting a “Green Island” concept for Nusa Penida and its neighbouring islands, linking rapid tourism growth with clean energy, electric mobility, waste management and skills development, according to PeluangNews and other local reports. The initiative is framed as a way to raise tourism’s economic value while ensuring more benefits reach local communities.
Regent I Made Satria outlined Nusa Penida’s investment potential and sustainability direction during the Apkasi Otonomi Expo 2026 at ICE BSD in Tangerang, held from 27 to 29 August 2026, where Klungkung participated in business matching sessions with investors. According to Forum Keadilan Bali, Satria used the event to open opportunities for investment and cooperation in tourism-related projects in the regency, including Nusa Penida.
Key elements of the Green Island concept
PeluangNews reports that the Green Island concept for Nusa Penida and surrounding islands covers four main areas: the use of clean energy, electrification of vehicles, improvement of human resources and waste management. The initiative is aligned with a wider roadmap developed with provincial and national partners to make Nusa Penida a green and smart tourism destination based on conservation, culture and renewable energy.
In the energy sector, PeluangNews notes that green-energy development began in 2024 through cooperation with Indonesia Power, a subsidiary of state utility PLN. A separate masterplan prepared under a provincial programme targets 100 percent renewable energy for Nusa Penida by 2030, including solar power, small-scale wind and energy storage, according to the Bali provincial planning portal. Earlier statements by Satria also link this energy transition to plans to add more solar power plants and gradually phase out diesel generation.
Electric mobility is another core component. PeluangNews describes a “green mobility” programme in which vehicle electrification is expected to expand progressively until 2030 with investor support. This builds on a July 2026 memorandum of understanding between Klungkung and private partners to develop a green mobility ecosystem and electric vehicles in Nusa Penida, reported by Detik Bali and Info-Bali. Under that collaboration, Nusa Penida is projected as a pilot area for an integrated electric transport ecosystem and low-emission tourism.
The concept also includes stronger waste and wastewater management. PeluangNews states that the district government wants waste-handling improvements and better environmental governance to support sustainable tourism. Detailed current waste volumes and treatment capacity are not disclosed in the available reports, but the provincial masterplan highlights the need for integrated solid waste and wastewater systems in the islands as part of the green-tourism agenda.
Human-capital development and community participation are identified as priorities. According to PeluangNews, the administration plans to involve hotels, homestays, tourism businesses and residents, working with customary villages to improve public understanding of sustainable development and service quality. The Bali provincial masterplan similarly emphasises training for tourism workers, local stewardship of natural and spiritual sites, and programmes to strengthen community-based tourism in Nusa Penida.
Tourism growth and infrastructure
PeluangNews cites estimates that Nusa Penida currently receives around 3,000 foreign tourists and between 7,000 and 10,000 domestic tourists per day, amounting to roughly 1.5 million to 2 million visits per year. Many arrivals are reported as short day trips from mainland Bali, with visitors returning in the afternoon, which limits spending that stays on the islands.
To support higher-quality and more sustainable tourism, Satria has repeatedly stressed four requirements: attractions, accessibility, facilities and service. Local coverage notes that roads on Nusa Penida have been described as damaged or narrow, and the administration is working to repair and widen them to improve access for tourists and residents. These infrastructure upgrades are presented as part of the broader push to balance visitor growth with environmental and social considerations.
Klungkung is also promoting local products alongside tourism development, including Nusa Penida’s traditional cepuk and rangrang textiles and seaweed-based goods, according to PeluangNews and other regional media. The regent has signalled that the district will seek investors for accommodation, visitor facilities and related businesses while asking for stronger provincial and central government support because of limited local fiscal capacity.
Analysts and officials interviewed in regional outlets argue that the Green Island concept currently serves as a strategic framework bringing together ongoing and planned measures—renewable-energy projects, electric-vehicle pilots, road improvements, waste management and skills training—rather than a fully costed programme with published baselines and quantitative targets. They note that future implementation will be judged on how far these initiatives can convert Nusa Penida’s popularity into longer stays, broader local benefits and measurable environmental gains.
