Ngurah Rai Immigration takes over supervision of foreigners across Badung Regency

Mangupura — On 18 September 2026, Indonesia’s Ngurah Rai Immigration Office formally expanded its working area to cover all districts of Badung Regency, taking over supervision of foreigners and stay-permit services in Mengwi, Abiansemal and Petang from Denpasar Immigration, according to local media reports and officials.

The expansion was set out in Minister of Immigration and Corrections Decree Number M.IP-30.OT.01.03 of 2026, which redefines the working area of Ngurah Rai Immigration to encompass the entire Badung Regency.

Previously, Ngurah Rai Immigration was responsible only for the southern tourism districts of Kuta, Kuta Utara (North Kuta) and Kuta Selatan (South Kuta).

Under the new decree, immigration matters for foreigners residing in the central and northern Badung districts of Mengwi, Abiansemal and Petang are now handled by Ngurah Rai Immigration instead of the Denpasar Immigration Office, according to statements by Ngurah Rai Immigration head Muhamad Novyandri quoted in regional media.

Implementation of the new working area

The change in jurisdiction took effect with the signing of the ministerial decree in 2026, and was publicly confirmed on 18 September 2026.

In interviews published that day, Novyandri said the expansion of Ngurah Rai Immigration’s working area increases both service responsibilities and enforcement duties in Badung.

Services now include stay-permit processing for foreigners in central and northern Badung in addition to the existing coverage of the southern tourism areas.

Local coverage also reports that Ngurah Rai Immigration now holds full responsibility for immigration supervision and law enforcement across Badung Regency.

This includes monitoring foreign nationals’ presence and activities and handling public complaints about alleged violations by foreigners anywhere in Badung.

Impact on passport services

Officials emphasized that the reallocation of immigration working areas does not restrict access to Indonesian passport services.

According to statements cited in regional media, passport services remain valid on a national basis, meaning Indonesian citizens can apply for passports at any immigration office regardless of their domicile.

The change primarily affects foreigners and businesses in Badung, who must now direct stay-permit applications and immigration-related complaints to Ngurah Rai Immigration if their address is in any Badung district.

Background: previous division of Badung

Before the September 2026 decree, jurisdiction in Badung was split between two offices.

Ngurah Rai Immigration covered the southern districts with dense tourism activity, while Denpasar Immigration was responsible for the northern districts of Abiansemal, Mengwi and Petang, as well as other regencies in central and eastern Bali.

The new arrangement consolidates all of Badung Regency under Ngurah Rai Immigration, aligning immigration supervision with the regency’s growing tourism and investment activity across both southern and northern areas.
