Nusa Penida Implements Dual Levy and Per-Attraction Fees for Foreign Tourists

Nusa Penida — Foreign visitors to Nusa Penida will face a new layer of tourism charges at individual attractions from 1 September 2026, under a Klungkung Regency policy that restructures how retribution fees are collected across the island and its neighboring islets.

The change is part of a One Gate One Destination (OGOD) system that shifts collection away from general charges at ports to per-attraction tickets at designated tourist sites, or Daya Tarik Wisata (DTW), according to Klungkung’s communications office and local media coverage of Regional Regulation No. 4 of 2026.

Under the regulation, foreign tourists are subject to two types of tourism retribution when visiting the Nusa Penida, Nusa Lembongan and Nusa Ceningan tourism areas. An area-wide levy is charged for entry to the island tourism zones, and a separate DTW fee applies at individual attractions.

Area levy and per-attraction fees

Klungkung officials state that foreign tourists entering the Nusa Penida and Nusa Lembongan–Nusa Ceningan tourism areas are charged an area levy of Rp25,000 per adult and Rp15,000 per child aged 4–13. Domestic visitors are not subject to this area levy under the current structure, according to tourism and local media guides.

In addition, both foreign and domestic visitors pay a DTW retribution when they enter specific attractions within the islands. The DTW tariff is set at Rp25,000 for adults and Rp15,000 for children aged 4–13 for each applicable attraction, covering sites such as Kelingking Beach, Broken Beach, Angel’s Billabong and Crystal Bay.

The Klungkung government and local media describe this system as meaning that foreign tourists pay both the area levy and the DTW fee for each attraction visited, while domestic tourists pay only the DTW fee at individual sites. Tourism operators and fee guides note that a foreign visitor who enters the island and visits at least one attraction could pay a combined minimum of Rp50,000 in retribution charges.

Start date and implementation

Klungkung’s tourism office initially planned to introduce the OGOD system in mid-August 2026, but postponed implementation to 1 September after discussions with tourism stakeholders. Local officials and media report that the system officially took effect on 1 September 2026, with Klungkung’s regent citing Regional Regulation No. 4 of 2026 as the legal basis.

On the first day of implementation, the system recorded more than 11,000 attraction entry transactions, according to a report citing Klungkung tourism data. Subsequent coverage indicates that, within the first week, retribution at five DTW locations in Nusa Penida generated revenue in the billions of rupiah.

What visitors should expect

Practical guides for tourists explain that foreign visitors must budget for both the island entry levy and separate DTW tickets when planning a Nusa Penida itinerary. A day trip that includes multiple stops such as Kelingking Beach and Broken Beach–Angel’s Billabong will involve repeated DTW payments, in addition to the area levy.

Some operators advise foreign tourists to purchase the island levy online before travel, while DTW payments are handled at attraction ticket counters under the OGOD system. Local authorities have adjusted ticketing procedures at DTW sites in response to queues at counters following the change in collection flows.

Official and media reports do not provide a comprehensive list of exemptions beyond the distinction between foreign and domestic visitors for the area levy. They also do not specify detailed rules on how receipts are issued or how the tourism retribution revenue is allocated between conservation, infrastructure or other local programs.

Visitors planning trips to Nusa Penida, Nusa Lembongan or Nusa Ceningan are therefore advised by local tourism guides to confirm current prices and payment methods with accommodation providers, tour operators or attraction staff before travel, and to expect separate charges at each participating attraction.
