Bali — PLN’s Bali Distribution Regulatory Implementation Unit (UP2D) is strengthening how it communicates with customers during power outages, introducing structured confirmation and follow-up contacts and promising regular updates when restoration is expected to take more than one hour, according to statements made in early September 2026.

According to a report quoting UP2D Bali manager Petrus Irwan Ichwansaputra, the changes are designed to improve both the speed of restoration and the flow of information to consumers during disruptions. The initiative is being promoted around National Customers Day 2026, with PLN positioning clearer outage information as essential for religious ceremonies, business operations and daily activities that depend on reliable electricity.

Three contact points during an outage

Under the strengthened service system, PLN’s Command Center officers are expected to contact customers at three key moments during an outage.

  • When a customer first reports an outage, an officer confirms that the report has been received.
  • If the estimated restoration time exceeds one hour, customers are to receive regular progress updates while repair work is underway, particularly for widespread outages.
  • After work is completed, officers follow up with customers to confirm that electricity has returned to normal.

These three contact points are described consistently across several reports summarising PLN’s new procedures for Bali, which emphasise that customers should no longer be left without information during extended disruptions.

“Command Center from the Heart” and Yantek Campus

PLN is rolling out the service changes through the Yantek Campus Volume 2 programme, under the theme “Command Center from the Heart”, which focuses on both technical competence and more human-centred communication.

According to coverage of the programme, Yantek Campus Volume 2 is designed as a training space for technical-service (Yantek) officers and Command Center staff, aligning technical skills, occupational safety, use of digital tools and customer communication so that outage handling is not only fast and accurate but also more empathetic and reassuring for customers.

PLN is also expanding the use of APKT Mobile, an application for reporting and recording power outages in real time, with the aim of building more complete data on outage frequency, affected areas and restoration times. The richer dataset is intended to help the utility analyse patterns and plan infrastructure and maintenance more effectively.

Customer impact and safety focus

Reports on the initiative note that PLN views outages as affecting a wide range of activities, from villages preparing ceremonial offerings and food vendors serving customers to schools conducting online examinations and health facilities that require continuous electricity supply. The company says the strengthened procedures are meant to provide affected customers with both faster restoration and clearer information while they wait.

PLN is linking faster and more structured outage handling to workplace safety by updating procedures and work methods so that repair crews can maintain safety standards while responding to disruptions more efficiently, according to the National Customers Day coverage of the programme.

Scope and remaining uncertainties

The available reports describe the strengthened communication system as a UP2D Bali initiative implemented through the Command Center, but they do not specify whether all PLN customers across Bali are already covered or whether rollout is being phased by area. They also do not state a guaranteed restoration-time target, a defined update frequency during outages longer than one hour, or the specific communication channels to be used for confirmations.

Media summaries of the programme mention that PLN has previously faced criticism over blackouts lasting several hours, including an island-wide outage of around 3.5 hours, but they do not provide a precise date or detailed incident report for that event. As of the latest reports in mid-September 2026, PLN’s strengthened outage communication procedures are being promoted as a step toward addressing those longstanding customer concerns.
