How Bali’s 2025 immunisation coverage is measured
Bali’s 2025 immunisation data use more than one indicator. The Health Ministry’s figures distinguish complete infant coverage, 14-antigen performance and target attainment for HPV vaccination.

Bali’s 2025 immunisation picture can be read through two measures: complete infant immunisation and coverage for 14 antigens. The Health Ministry reported that complete infant immunisation nationally reached 79.7% in 2025, while Bali met the national threshold for the 14-antigen measure, with a performance rate of 94.4%, according to the Ministry’s 2025 performance report.
What does “complete immunisation” mean here?
The national indicator counts infants aged 0–11 months who received the complete infant immunisation schedule. The Health Ministry reported coverage of 79.7%, or 3,577,940 infants, against a 2025 target of 80%, or 3,600,954 infants, according to its 2025 Directorate General of Disease Prevention report.
How did Bali perform on the 14-antigen measure?
The ministry’s 2025 report says the national 14-antigen indicator reached 76.6%, above the national target of 74%. Bali’s performance rate for that target was 94.4%, placing the province among those recorded as meeting the threshold.
What does the Bali figure actually measure?
The 94.4% figure is a performance percentage against the 74% target, not a statement that 94.4% of all Bali infants received every antigen. The same ministry report separately lists antigen-level indicators, so the figures should not be treated as interchangeable.
Why does the distinction matter?
Coverage statistics describe different denominators and schedules. The provincial government’s summary of Bali’s 2025 macro indicators identifies health as one of the province’s development priorities, while the Health Ministry’s report provides the immunisation measures and national benchmarks used to assess performance.
Which related figure is reported for Bali?
The Health Ministry also reported that Bali had the highest 2025 HPV-immunisation coverage among provinces, at 123.52% of the stated target. Because this is target attainment, it can exceed 100% and should not be read as the percentage of Bali’s entire population vaccinated.
