Nusa Penida Drivers Press Klungkung on Attraction Fees and Roads

Klungkung — — Drivers and tourism operators in Nusa Penida held a four-hour forum with Klungkung officials on Sunday, 6 September 2026, to protest how new attraction fees are being implemented and to press for better roads and visitor facilities. The meeting, organised by the Driver Nuse Bersatu community, took place at Caspla Beach Club in Nusa Penida, according to local media reports.

The forum followed the introduction of a new tourism retribution scheme for Daya Tarik Wisata (DTW) attractions in Nusa Penida, Nusa Lembongan and Nusa Ceningan at the start of September 2026, based on Klungkung’s Regional Regulation No. 4 of 2026 on local taxes and retributions, according to the district administration and media coverage.

Drivers seek infrastructure before fees

According to a detailed report by a Bali news outlet, drivers told the meeting they do not reject the tourism retribution itself, but want the district government to prioritise upgrading infrastructure, public facilities and attractions to ensure visitor comfort.

One driver, identified as I Kadek Rahayu, said drivers understand the government’s need to raise revenue but want road conditions, public facilities and tourism sites to be improved alongside the new charges, according to the same report.

The discussion also focused on the new One Gate One Destination (OGOD) collection system, under which tourists are charged per destination, and on technical problems experienced in the first days of the DTW rollout, including congestion at ticket booths and digital payment issues, according to local coverage of the policy and its early implementation.

Officials attend Caspla Beach Club forum

Local media reported that the meeting at Caspla Beach Club on 6 September 2026 was attended by Klungkung Regent I Made Satria, the head of the Klungkung Tourism Agency I Gusti Agung Gede Putra Mahajaya and representatives of several regional offices.

The discussion, framed by organisers as “Diskusi Kendala Pariwisata Nusa Penida” (Discussion of Nusa Penida Tourism Obstacles), ran from about 18:00 WITA to 22:00 WITA, according to the same report.

Earlier, another Bali outlet reported that Driver Nuse Bersatu had circulated an invitation letter dated 4 September 2026 for a large-scale audience on tourism issues. The letter listed a broad range of invitees, including the regent, the district military commander, police, the prosecutor’s office, tourism and transportation agencies, public works, environmental and sanitation departments, and tourism industry groups such as hotel and restaurant operators, fast-boat companies and drivers from across Nusa Penida subdistrict.

Retribution scheme and revenue allocation

Under Klungkung’s tourism retribution rules, foreign visitors to Nusa Penida, Nusa Lembongan and Nusa Ceningan are charged Rp 25,000 per adult and Rp 15,000 per child aged 4–13 for the tourism area fee, according to the district administration and regional media.

The same tariff applies to both domestic and foreign tourists at individual DTW attractions in the three islands, according to district information on the regulation.

Regional media and district communications state that 55 percent of DTW retribution revenue is allocated to the regional government budget for public services and social programmes such as health insurance for low-income residents, social assistance and disaster response. Twenty percent is earmarked for infrastructure to support attractions, including roads, pedestrian paths, street lighting and other public facilities.

A further 20 percent goes to DTW managers for promotion, cleanliness, safety, security and visitor information services, and 5 percent covers the cost of a digital, cashless payment system integrated with the regional treasury.

Policy under review after early problems

Following complaints about queues and connectivity problems at DTW ticket points in early September, the tourism agency adjusted traffic flows so vehicles enter parking areas before visitors pay the retribution at ticket counters, according to local media reports.

Tourism chief Putra Mahajaya has also said the DTW retribution mechanism needs evaluation in response to field conditions and input from industry, and that his agency is prepared to receive criticism and suggestions from residents and tourism businesses to improve the policy together, according to Bali news coverage.

Local reports indicate that within the first week of DTW implementation in Nusa Penida, retribution receipts reached several billion rupiah, strengthening the government’s argument that the scheme can fund infrastructure and public services, while drivers continue to press for visible improvements on the ground.
