Badung and ITS launch Baliss glass-bottled water to cut plastic waste
Badung Regency and ITS Surabaya have soft-launched Baliss drinking water in reusable glass bottles at the regency’s government center, positioning the premium product for offices and tourism as part of a broader push to cut plastic waste.

Mangupura — — Badung Regency has launched Baliss drinking water in glass bottles in partnership with the Sepuluh Nopember Institute of Technology (ITS) Surabaya and PT ITS Tekno Sains, in a bid to cut plastic waste from packaged water used in government and tourism facilities.
The soft launch took place on Friday, 18 September 2026, in the Kriya Gosana meeting room at the Badung government center (Puspem Badung), according to reports from Bali Post and detikBali. Badung Regent I Wayan Adi Arnawa formally declared the release of the product, which is being commercialised through PT Badung Hebat Jaya in cooperation with PT ITS Badung Hebat.
The new glass-bottle format adds a premium variant to the existing Baliss product range, which has already been distributed in gallon and cardboard packaging. The initiative is part of a broader collaboration between the regency administration, ITS and PT ITS Tekno Sains, supported by the Cooperation Division of the Badung administration and Perumda Air Minum Tirta Mangutama, the local water utility.
Environmental aim and target market
Officials say the shift to glass bottles is intended to help reduce plastic waste generated by single-use packaging in Badung. Bali Post reports that the glass-bottle Baliss is positioned as an environmentally friendly, premium product, designed in part for the tourism sector. DetikBali notes that the collaboration with ITS Surabaya is aimed at supplying water for hotels and other tourism-related businesses, as well as government offices.
ITS Rector Bambang Pramujati said the institution hoped the Baliss glass-bottle product would expand beyond Badung and reach a wider market, according to Bali Post’s coverage of the event. Local reports describe the launch as a soft launch, with officials emphasising the concept and partnership rather than detailed commercial roll-out plans.
None of the available reports specify whether the glass bottles will be distributed under a deposit-return scheme, collected for cleaning and refilling, or treated as one-way packaging. They also do not identify the facilities that will manage collection, washing, refilling and redistribution of the bottles, or provide production volumes, price points or a quantified target for reducing plastic waste.
Cooperation framework and Baliss facilities
Bali Post and detikBali describe the launch as part of a broader cooperation agenda between Badung and ITS covering environmental technology and sustainable water management. Earlier phases of the partnership included the establishment of a Baliss “teaching factory” for packaged drinking water in Desa Taman, Abiansemal, Badung, which was inaugurated in February 2025. The facility was developed jointly by PT ITS Tekno Sains and PT Badung Hebat Jaya and is operated by PT ITS Badung Hebat.
According to previous reporting by detikBali and local outlets, the teaching factory is intended as a learning center that links academic research with industrial practice in drinking water processing, while also preparing Baliss products for the tourism market. Baliss glass-bottled water is now being introduced as an additional product within that ecosystem.
Nak Badung scholarship link and future plans
The September 18 launch event also featured the signing of an agreement on the “Nak Badung” affirmative scholarship program, which connects high-achieving students from Badung with study opportunities at ITS Surabaya. Bali Post reports that the scholarship cooperation was formalised alongside the Baliss glass-bottle launch in the same Kriya Gosana session.
Under the Nak Badung program, Badung Regency is allocating tens of billions of rupiah for education support, with scholarship schemes divided into motivation and affirmative tracks for senior high school students and university students respectively, according to detikBali and regional scholarship information. The partnership with ITS is expected to include priority access for Badung students to selected study programs, though the launch coverage does not detail the specific quotas or study fields linked directly to Baliss.
Officials and ITS representatives have signalled that the wider cooperation will extend to future technology for urban waste management and sustainable water governance in Badung. However, the reports on the Baliss glass-bottle launch do not specify implementation timelines, budget allocations or performance indicators for these environmental initiatives, leaving the measurable impact of the glass-bottle program to be assessed as the product moves from soft launch toward wider distribution.
