Jembrana — The groundbreaking for the Pengambengan National Fishing Port (Pelabuhan Perikanan Nusantara/PPN Pengambengan) in Jembrana, West Bali, is scheduled for Tuesday, 29 September 2026, marking the start of physical construction at the site, according to port head Kartono and multiple local media reports.
The date was announced during a construction socialization meeting with the Regional Leadership Coordination Forum (Forkopimda) and other local stakeholders in Negara, Jembrana, on Thursday, 10 September 2026. Kartono said the ceremony would serve as the formal launch of the project’s on-site works.
The new fishing port is being developed to accommodate capture-fisheries activities currently based at Benoa Port in Denpasar. The relocation is linked to the transformation of Benoa into the Benoa Marine Tourism Hub (BMTH), a multiphase waterfront project designed to host cruise ships, visiting yachts and related marine tourism facilities, according to the Coordinating Minister for Economic Affairs.
Project role, scale and financing
PPN Pengambengan has been designated a National Strategic Project under the Integrated Fishing Ports and International Fish Markets Phase-1 (IFP-IFMP) program. The port is planned as a modern capture-fisheries hub integrated with downstream supply chains, including landing facilities and fish market infrastructure.
Several reports state that the project has an investment value of about Rp1.2 trillion, financed through a foreign loan from the Islamic Development Bank (IsDB). The financing is described as supporting the broader IFP-IFMP program for integrated fishing ports and international fish markets.
The physical construction contract for Pengambengan was signed in Jakarta on Friday, 7 August 2026, by the CRBC–NINDYA Joint Operation, which has been appointed as the executing contractor for the civil works. Preparatory administrative stages have been completed, and construction is scheduled to proceed following the late-September groundbreaking.
Local reports indicate that the project area will be developed into a fishing port of international standard, with facilities directed to support modern capture-fisheries operations and logistics. Detailed technical specifications such as total berth numbers, handling capacity and full infrastructure layout have not yet been published in the available coverage.

During the socialization meeting, Kartono and regional officials called for coordinated oversight from local government, the contractor, lenders and security agencies to ensure that construction, social impacts and security around the project area are properly managed. The port’s status as a National Strategic Project and its use of foreign loan financing were highlighted as reasons for close supervision.
For Bali’s fisheries and logistics sector, the immediate impact will be the gradual shift of capture-fisheries operations away from Benoa to Pengambengan. Longer-term economic effects will depend on the final facility design, construction progress and operational model once the port begins service.
