Bali — On Oct. 30, 2026, Bali Governor Wayan Koster outlined a four-part approach combining economic transformation, one-stop investment services, institutional cooperation and mapping of priority investment opportunities. He made the case for wider financing access for micro, small and medium enterprises at the International Fora for Kredit Program Pemerintah 2026 in Bali.

The change comes as Bali seeks to broaden an economy long associated with tourism. The provincial government identified organic agriculture, clean energy and energy independence, culture-based industries and Bali branding, the digital and creative economy, and cultural and wellness tourism as priority investment sectors.

Why Bali’s financing plan matters to foreign residents and visitors

For foreign residents, the policy points to the sectors in which Bali expects new business activity and investment support to concentrate. It does not, by itself, create a new visa, licensing route or financing entitlement for foreigners. For visitors, the emphasis on cultural, wellness and environmentally focused development signals the types of projects the province wants to expand, while the financing measures are directed primarily at Indonesian MSMEs.

The forum was held in Bali to promote government credit programs and strengthen access to financing for local businesses. Bali’s government said affordable, inclusive and sustainable capital could help MSMEs raise productivity, expand employment and improve their competitiveness. The provincial administration also linked the effort to cooperation among government, financial institutions, banks and businesses.

Earlier coverage of the forum reported that government financing was presented to Balinese MSME operators in Nusa Dua, Badung, on Oct. 29, 2026. The event brought together Coordinating Minister for Economic Affairs Airlangga Hartarto, Minister of MSMEs Maman Abdurrahman and Governor Koster. The provincial policy described four strategic steps: economic transformation through Transformasi Ekonomi Kerthi Bali; a one-stop investment ecosystem and digital acceleration; stronger collaboration with vertical agencies in Bali; and mapping priority investment opportunities.

The stated investment priorities are intended to create new business opportunities while strengthening local MSMEs.
