Mangupura — On October 29, 2026, the Badung Regency legislature supported a 2027 draft regional budget that keeps infrastructure at the center of spending plans and includes a Rp10 billion (about US$0.6 million) capital allocation for PT Penjaminan Kredit Daerah Bali Mandara. The allocation is intended to strengthen financing access for micro, small and medium businesses.

The proposal was presented during a plenary meeting of the Badung Regency Regional Legislative Council for the first session of the 2026–2027 session year. The meeting also covered draft regulations on capital participation in Perumda Air Minum Tirta Mangutama, capital participation in Bali Mandara, the repeal of a 2010 population-administration regulation and the 2027 budget.

Why the Bali Mandara allocation matters

For businesses operating in Badung, the proposal would expand the regional government’s financial participation in a credit-guarantee company rather than provide a direct grant. The stated purpose is to support access to financing for local micro, small and medium businesses. The measure is therefore relevant to enterprises that may need formal credit and to the broader tourism economy that depends on local suppliers and service providers.

The planned allocation forms part of a longer capital program. Badung previously held Rp5 billion (about US$0.3 million) in Bali Mandara. The new plan targets cumulative additional participation of Rp150 billion (about US$9.4 million) through 2030, bringing the total planned participation to Rp155 billion (about US$9.7 million) and an expected shareholding of about 44 percent.

Infrastructure remains the other major budget priority. The regional government and legislature have described infrastructure completion as strategic for maintaining public-service quality and supporting tourism, which is a main driver of Badung’s economy. A separate official Badung government report said the 2027 budget framework was prepared as the basis for the draft APBD and placed the main focus on new road-network infrastructure.

The reports do not state that the capital allocation has already been disbursed. They describe it as a planned 2027 allocation included in draft regulations and budget discussions.
