Singaraja — Buleleng Regent I Nyoman Sutjidra called on the regency to make licensing services digital and transparent on Friday, Oct. 16, 2026, saying the approach should reduce potential irregularities and create a more predictable investment climate.

He said the system should cover land, spatial planning and business licensing, with the Online Single Submission (OSS) platform serving as an official channel for applications. The aim, according to his remarks, is to make the process more open, efficient and accountable while reducing reliance on direct communication between applicants and officials.

Why it matters to investors and foreign residents

For a foreign investor or company considering Buleleng, the policy signals that licensing is expected to run through formal digital procedures rather than informal contacts. It does not remove the obligation to meet Indonesian rules. Sutjidra said investment facilitation must remain tied to regulatory compliance, while large-scale projects would receive attention and support within the regency government's authority.

The statement also points to the checks that remain relevant to projects. Sutjidra highlighted oversight involving spatial-use conformity, building approvals and certificates confirming that buildings are fit for use. Those requirements can affect whether a proposed development is compatible with local planning and building regulations.

The policy comes as Buleleng works to improve certainty around spatial planning. A separate report said the regency was accelerating five Detailed Spatial Plans for urban areas in Tejakula, Kubutambahan, Sawan, Banjar and Seririt. Once integrated with OSS, those plans are expected to provide a clearer basis for development and investment applications.

Sutjidra said Buleleng remained open to investment that produced positive effects for the region. He also said the regency would prepare support for large projects when their investments were considered beneficial and complied with applicable rules.
