Bali governor sets 2040 net-zero target, ahead of national goal

Sanur — Bali Governor Wayan Koster said on October 13, 2026, that Bali could reach net-zero emissions by 2040, five years before the national target cited in reports, while speaking at the opening of Bali Climate Week in Sanur.
Why it matters: If pursued, the objective could shape Bali’s electricity mix, solar deployment and transport policies, while the reported 2031 plant and 1,000-megawatt solar allocation remain planning elements.
Koster linked the goal to a planned gas-fired power plant targeted for completion in 2031, expanded rooftop and floating solar generation, and wider use of electric vehicles. He said emissions associated with coal and oil could fall by 90% as the transition advances, according to Detik Bali.
Bali Post reported that Koster also described gas generation as a transitional source and said the province was promoting rooftop and floating solar. The report said PLN had provided a 1,000-megawatt solar allocation, but did not establish that all elements of the proposed transition had received final approval.
A separate report by the Institute for Essential Services Reform (IESR) said Bali’s electricity-sector roadmap is aimed at net-zero emissions in 2045 and found that a fully renewable electricity system by 2045 is technically feasible. It said Bali could add up to 5 gigawatts of renewable capacity during 2025–2034 and raise renewables to 37% of the generation mix.
IESR identified rooftop solar, offshore floating solar, green hydrogen or ammonia, battery storage and pumped-hydro storage as components of a longer-term transition scenario. Those findings provide context for Bali’s energy planning but do not independently confirm Koster’s 2040 target.
