How Bali measures public transport use and transport performance

Bali’s official transport data separates province-wide targets from actual use of Trans Sarbagita, showing why public transport remains a measured policy challenge rather than a single island-wide figure.

Bali’s public-transport system remains limited compared with the number of daily journeys: the provincial transport agency says public transport’s share is far below an ideal 70 percent, while Trans Sarbagita carried 86,608 passengers in 2025. The figures show both the scale of the policy gap and the route system’s measured use.

How widely is public transport used in Bali?

The Bali Provincial Transportation Agency says public transport’s market share remains “far below” an ideal 70 percent of total trips, according to its 2025 performance report. The report does not present that 70 percent as Bali’s actual share; it is the benchmark cited by the agency.

How many passengers used Trans Sarbagita?

Trans Sarbagita recorded 86,608 passengers in 2025, according to the Bali Provincial Transportation Agency’s 2025 performance report. The figure counts passengers using the Trans Sarbagita service during that year, rather than all public-transport users across Bali.

How does the province measure transport performance?

The agency tracks public-transport use alongside road congestion, connectivity, minimum service standards and user satisfaction, according to its 2025 report. Its published indicators include a target of 750,000 for public-transport use and a road volume-to-capacity ratio of 0.8 for provincial roads.

What does the data show about Bali’s transport system?

The available indicators distinguish between a province-wide policy target and the recorded use of one named service. They therefore show that Bali’s transport authorities are measuring a shift toward public transport, while Trans Sarbagita’s 2025 passenger count provides a narrower service-level measure.

Where can the underlying statistics be checked?

BPS-Statistics Indonesia Bali Province lists transport as a statistical subject covering infrastructure, traffic flows, mobility, safety, passengers and freight. Its Bali Province in Figures 2025 publication was released on February 28, 2025.
