Bali Accelerates Housing Programme After 1,410 Units Realised

Bali officials and Indonesia’s housing ministry are accelerating a lower-income housing programme after 1.410 assistance units were realised. The 2026 target is 4.184 units.

Denpasar — The Bali provincial government and the Ministry of Housing and Settlement Areas are accelerating a housing programme for lower-income residents after 1,410 assistance units were recorded as realised, according to reports published Oct. 1.

The programme’s 2026 target is 4,184 units across Bali. Of that target, 387 units had been completed in full, while beneficiary approvals covering 1,410 units had been realised. The figures were discussed at a coordination meeting on the progress of the ministry’s state-budget and non-state-budget housing programmes in Bali, attended virtually by Bali Gov. Wayan Koster on Sept. 30.

Why the Bali housing figures matter to foreign residents

The programme is aimed at masyarakat berpenghasilan rendah, or people with lower incomes, rather than at foreign residents as a separate category. In practical terms, the reported assistance concerns Indonesian housing beneficiaries and government-backed housing provision in Bali; the reports do not announce a new ownership or residency rule for foreigners.

The Ministry of Housing and Settlement Areas is Indonesia’s national agency responsible for the programme. The reports say Bali received a sharp increase in its allocation, from 31 units in 2025 to a 2026 target of 4,184 units. The support includes the home-improvement programme and subsidised housing financing. One reported project is a 60-unit, type-36 apartment tower in Denpasar intended for lower-income residents and arts workers.

Officials said about three months remained in the implementation period and that acceleration was needed to meet the full target. The reports also said the ministry’s non-state-budget scheme set a 2026 target of 1,114 subsidised-home financing disbursements in Bali.
